Are APA papers required to include an abstract?

According to the 7th edition of the Publication Manual of the American Psychological Association:
"Most scholarly journals require an abstract... An abstract is not usually required for student papers unless requested by the instructor or institution"(American Psychological Association, 2020, p. 38).
In other words, whether an abstract is required for your paper will be up to your instructor and assignment requirements, or whether you are seeking publication in a scholarly journal.
