When and where do you use ellipses?

According to the 7th edition of the Publication Manual of the American Psychological Association:

"Use an ellipses to indicate that you have omitted words within a quotation (e.g., to shorten a sentence or tie two sentences together). ...Do not use an ellipses at the beginning or end of any quotation unless the original source includes an ellipsis"(American Psychological Association, 2020, p. 275).
