Do I need to include "The" in a periodical title (such as "The New York Times"?)

According to the 9th edition MLA Handbook, initial articles (a, an, the) should be omitted in the author element and publisher element of the works cited entry(119, 172). There is no mention of omitting the initial article before the title of a container (what a newspaper or journal would be considered if you're citing an article as your source), so therefore it's safe to leave the "The" in front of the title of a journal or newspaper. Many examples in the 9th edition MLA Handbook use the initial articles in newspaper citations. Here is an example from page 177:

Hunter, Marjorie. "Johnson Antipoverty Bill Approved in House, 228-190, but Foes Balk Final Vote." The New York Times, 8 Aug. 1964, pp. 1+.
